Maryland Delegate Introduces Stricter Legislation for Hit and Run DriversHarford County Delegate Wayne Norman has proposed stricter legislation and laws for drivers found guilty of hit and run offenses in response to a fatal crash in Bel Air, which could have been prevented only hours earlier if police has detained the driver for another hit and run incident occurring hours earlier that evening.
